In the Configuration (options) -> tab 'Sections' "Ask a Question' button is set to Yes.
In the Configuration (options) -> tab 'User Questions' Enable user questions is set to Yes

But "Ask a Question Button is not shown in frontend. What else do I have to do in order to allow guests "Ask questions" as in your demo site?

I found it.
IN permissions tab I have set Create to Allow for Guests.
